The tunnel connects Nahal Refaim with Emek Motza. The southern entrance is located in Refaim Park, below Ein Laban while the northern entrance is located in Nahal Ein Kerem, about half a kilometer from the Kerem junction.

The project was funded by Elkin's ministry as well as the Tourism Ministry. It also included budgets for the Jerusalem Municipality and the Gihon Corporation. The work was done by the Jerusalem Development Authority.
Elkin stated that the Kerem Tunnel project was a important tool to realize the dream of altering the way of transportation in Jerusalem. Elkin said that the new tunnel is connected with the Jerusalem Ring Path and will link with existing bike paths. נווה פריצקי It will also be made paved in the various areas. The Kerem Tunnel provides access to unique recreation locations, including Ein Kerem neighbourhood, the biblical aquarium and zoo , as well as the natural springs of historical significance Ein Haniyeh, Ein Laban, and Ein Haniyeh.
